Section 131(a) in The U.P. Electricity Regulatory Commission (Conduct of Business) Regulations, 2004
(a)Any person aggrieved by a final order made by an Assessing Officer may, within thirty days of the said order, prefer an appeal in such form, verified in such manner and accompanied by such fee as may be specified by the Commission, to an appellate authority prescribed by the State Government.
