Section 35(5) in Bihar High Schools (Constitution, Powers and Functions of Managing Committee) Rules, 1964
(5)The Headmaster shall be responsible for the proper upkeep and use of the school library furniture and equipment and subject to such orders as are laid down by the director, he shall draw up Rules, for the approval of the Committee, to regulate the use of the library.
