PRAYER: Writ Petition has been filed under Article 226 of the Constitution of
India praying to issue a writ of Certiorarified Mandamus calling for the records
of the Respondent pertaining to the Impugned Order dated 26-03-2024 and
Quash the same and consequentially direct the Respondent herein to renew the
FCRA Registration Certificate of the Petitioner, bearing Registration
No.075850009, in terms of the Petitioners Renewal Application No.
0300064542021 dated 20-10-2021, in a time bound manner.

ORDER
The petition has been filed to call for the records of the Respondent pertaining to the Impugned Order dated 26-03-2024 and Quash the same and consequentially direct the Respondent herein to renew the FCRA Registration Certificate of the Petitioner, bearing Registration No.075850009, in terms of the Petitioners Renewal Application No. 0300064542021 dated 20-10-2021.
2. The learned counsel for the petitioner would submit that the petitioner Trust was formed on 01.06.1984 and inaugurated on 29.06.1992. As of the year 2025, the Seminary has trained approximately 400 priests who have gone to serve the needs of marginalized, downtrodden and vulnerable sections of our society. The petitioner Trust has been registered under the Foreign Contribution (Regulation) Act, 2010, (hereinafter referred as ‘FCRA’) with Registration No.075850009 since 1985 and it was last renewed on 10.08.2016. Since an application was made for renewal of FCRA registration certificate, the respondent refused to renew the same, against which, the petitioner is before this Court.
3. Heard the learned counsel on either side and perused the materials available on record.

4. This Court, directs the Registry to struck off the statements made in the paragraphs 13 to 18 and also the grounds E to H in the affidavit filed in support of the writ petition and carry out necessary amendment.
5. Coming to the case in hand, a mere perusal of the impugned order would clearly show that it is an one line non speaking order. The order has been passed without even giving an opportunity to the petitioner to put forward his case. The very ground on which the respondents has refused to renew the FCRA registration certificate is bereft of clarity. The particulars regarding the violation is totally absent in the impugned order. Therefore, the matter is remitted back to the respondent to consider and pass appropriate orders on merits and in accordance with law, within a period of three weeks from the date of receipt of a copy of this order. It is needless to state that the petitioner shall be given personal hearing.
With the above directions, this writ petition is allowed. Consequently, connected miscellaneous petitions stand closed. No costs.
