- The Central Government may, with a view to securing equitable distribution and availability of fertilizers to the farmers in time, by notification in the Official Gazette, direct any manufacturer to sell the fertilizers produced by him in such quantities and in such State or States and within such period as may be specified in the said notification.IV.
