Section 31(1) in Jammu and Kashmir Panchayati Raj Act, 1989
(1)The Block Development Council shall perform functions specified in Schedule II-A :Provided that where the Government provides funds for the performance of any function specified in Schedule II-A, the Block Development Council shall perform such function in accordance with guidelines or norms laid down for performing such function.
