Section 151(1) in The Central Motor Vehicles Rules, 1989
(1)Each of the authorities referred to in sub-section (3) of section 146 shall establish a fund for meeting any liability arising out of the use of any motor vehicle of that authority or any person in its employment may incur to third parties including liability arising under the Workmens Compensation Act, 1923(8 of 1923).
