Section 45(4) in The Air (Prevention and Control of Pollution) Assam Rules, 1991

(4)The period of sixty days mentioned in Clause (b) of sub-section (1) of Section 43 of the Air (Prevention and Control of Pollution) Act, 1981 shall be recorded from the date of receipt of the notice, by the Member-Secretary of the Board.
