Section 107(2) in The Punjab Motor Vehicles Rules, 1989
(2)On receipt of a report under sub-rule (1), the Regional Transport Authority, Deputy Commissioner or Sub-Divisional Officer, as the case may be, may make such alternate arrangements as he may think fit.
