Section 278(3) in Rajasthan Panchayati Raj Rules, 1996
(3)10% posts of Drivers and 15% posts of Lower Division Clerks shall be filled in by promotion from members of Class IV service in accordance with the existing rules of the State Government or as amended from time to time :Provided that conditions laid down in Sub-rule (2) are fulfilled.
