(5)The Search Committee shall, by following the procedure prescribed by the Government for the purpose, recommend to the Government a panel of three persons arranged in alphabetical order of their names: Provided that it shall be competent for the Government to call for a fresh panel if they consider it necessary, and in such a case the Search Committee shall submit a fresh panel to the Government.
