(2)Save in the case of the uncovered top deck of a double decked vehicle, every' public service vehicle shall have suitable windows, Venetians or screens capable at all times of protecting the passengers from the weather without preventing adequate ventilation of the vehicle. When the screen are made of fabric, the whole of them shall be at all time of fastened securely to the vehicle :Provided that in the case of vehicles plying as Express and Deluxe services, the windows shall be fitted with clear and tinted glass and with no other material.
