Section 11 in Extradition Treaty between the Republic of India and the Republic of Azerbaijan
11. Concurrent requests.
If more than one State make requests for extradition of the same person for the same or different offences, the Requested Party shall decide to which of those States the person is to be extradited taking into consideration all the circumstances, especially the relative gravity of the offence or offences, the place of commission of the offence, the respective dates of requests, the nationality of the person sought to be extradited and the possibility of subsequent extradition to another State.Article 12
