Section 118(1) in The Dadra and Nagar Haveli Panchayat Regulation, 2012
(1)Every Gram Panchayat shall (having due regard to the development programmes suggested by the Gram Sabha) prepare every year a development plan and forward it to the District Panchayat before such date and in such manner as may be prescribed.
