17. No right to appointment.
- The successful candidates shall ordinarily be considered for appointment to the post in order of merit determined by the Board up to the number of posts to be filled in. The mere success of passing the examination shall not in itself confer any right to appointment and no candidate shall be appointed to the post unless the appointing authority is satisfied, after such inquiries as may be considered necessary, that the candidate is not suitable for public services.
