Section 28(1) in The Visva-Bharati (Amendment) Act, 1984
(1)Every authority of the University shall, as soon as may be, after the commencement of this Act, be constituted in accordance with the provisions of the principal Act, and of the Statutes of the University, as amended by this Act and until any such authority is constituted, the authority functioning immediately before such commencement shall continue to exercise all the powers and perform all the duties under the principal Act and the Statutes, so amended.
