626. Distribution of industries in jails. Machinary, labour to be deterrent.
- Large industries shall be concentrated in Central Jails where machinery may be employed provided its use is not incompatible with the penal character of the labour and there is strong reason to believe that its introduction will not compete injuriously with private capitalists in the neighbourhood. The number of industries should be limited in every jail and the labour deterrent in character.
