Section 9(1) in The Hardwar Ardh Kumbha Mela Rules, 2002
(1)The Officer-in-charge or any person authorized by him in this behalf may without notice, at any time, of the day or night, enter into and inspect any shop, stall or place used for the sale of food or drink for human consumption and inspect or examine any article of food or drink which may be found therein or the conditions under which such articles are exposed for sale.
