Section 5(2) in The Orissa Subordinate Transport Engineering Service Rules, 1996
(2)The Transport Commissioner shall, ordinarily in every year in the month of January, intimate the Commission the number of existing vacancies and the vacancies anticipated during the year for conducting the recruitment examination.
