25. Risk assessment and emergency preparedness analyses with respect to environment .-Environmentally oriented risk assessment and emergency preparedness analyses shall be carried out by the licensee, the lessee, or as the case may be, the operator for individual facility with respect to but not limited to acute pollution and background load.
