Section 12(1) in The U.P. Subordinate Forest (Rangers, Deputy Rangers and Foresters) Service Rules, 1951
(1)The Conservator of Forests of Circle in which the vacancy occurs shall be the appointing authority in the case of Deputy Rangers and Foresters and the Chief Conservator of Forests shall be the appointing authority in the case of Rangers.
