Section 28(1) in The Punjab Agricultural Produce Markets (Election to Market Committees), Rules 1961
(1)At the time appointed for the scrutiny of nominations, the candidates, his proposer and seconder may attend such place as may be specified in the election programme for the scrutiny of nomination papers and the Returning Officer shall give such persons all reasonable facilities to examine the nomination papers of all the candidates.
