Section 145(4) in The Orissa Registration Rules, 1988
(4)Refusal of registration by register- A Registrar when refusing to register or to direct the registration of a document, in the same manner, as a Sub-Registrar, record the reasons for his refusal in his book number 2. Every Registrar should, maintain a Book number-2 distinct from that of the District Sub-Registrar.
