The appellant has sought the following information:

1. Photocopy of the academic qualifications/certificates of Dr. S.P. Aggarwal, Principal, Ramanujan College, University of Delhi submitted by him at the time of joining as a Principal.

2. Provide the following information regarding Ph.D Degree of Dr. S.P. Aggarwal:

a) When and from which university he did his Ph.D?

b) Who were his Ph.D supervisor/guide?

c) Date of registration and final submission/award of Degree.

d) Provide photocopies for the same.

3. Did he receive any fellowship to study/research abroad? If yes, provide a photocopy of all the details in this regard?

4. And other related information.

Grounds for Second Appeal The CPIO did not provide the desired information. Submissions made by Appellant and Respondent during Hearing:

The Appellant has not availed of the opportunity to plead his case despite duly served notice on 17.07.2019 vide speed post acknowledgment no. ED048517125IN.

The PIO, Ramanujan College submitted that the said RTI application was received u/s 6(3) of the RTI Act from the CPIO, Delhi University on 20.03.2018. He further submitted that an appropriate reply was given to the appellant vide letter dated 02.04.2018. He further submitted that the first appeal was also received from the Delhi University vide letter dated 06.07.2018. Furthermore, the FAA had disposed of the first appeal vide order dated 19.07.2018.

Observations:

Based on a perusal of the record, it is noted that an appropriate reply was given vide letter dated 02.04.2018. Moreover, the FAA had upheld the reply of the PIO.

Decision:

In view of the submissions of the CPIO, the Commission finds no scope for any intervention in the matter. The Appellant has not availed of the opportunity to 2 File no.: CIC/ UODEL/A/2018/141361 plead his case or contest the CPIO's submissions. The Commission accordingly upholds the submissions of the CPIO. No further action lies.

The appeal is disposed of accordingly.
