Section 189(a) in Siliguri Municipal Corporation Act, 1990
(a)sanction by the Corporation of specific rights of way in the sub-soil of public and private streets in Siliguri for different public utilities including electric supply, telephone and other telecommunication facilities, gas pipes, water-supply, sewerage and drainage, pedestrian sub-ways, shopping places, warehousing facilities and the apparatus and appurtenances related thereto provided by the State Government, any statutory body or any licensee under any law;
