When the licensee desires to remove from bond any quantity of fusel oil, a sample shall be forwarded to the Chemical Examiner for analysis ; and if the result of analysis shows the percentage of alcohol to be less than 15 per cent proof spirit, the fusel oil shall be issued under a pass in Form D-20 free of duty.
