Section 5(2) in Srinagar and Jammu Cluster Universities Act, 2016
(2)to hold examinations, to grant degrees to and to confer other academic distinctions on persons who-(a)have pursued an approved course of study in a College of a Cluster University or in any educational institution approved for the purpose, or distant learners under conditions laid down in the Statutes and Regulations ; or(b)have carried on independent research under conditions laid down in the Statutes.
