Section 40(1) in The Maharashtra Borstal Schools Rules, 1965
(1)No inmate shall be sent out from a Borstal school without his consent, and no inmate shall be licensed, unless the conditions of the licence are personally explained to him by the Principal and are accepted by him. The fact that the conditions are explained to the inmate and are accepted by him shall be certified on the licence by the Principal.
