Section 3(1)(b) in The Bihar Narcotic Drugs and Psychotropic Substances Rules, 1985

(b)"Approved Medical Authority" means a person who holds the post of a Civil Surgeon or a District Superintendent or Deputy Superintendent of a Hospital or a Medical Officer incharge of a Government Hospital or Dispensary or a Dispensary maintained by a Local Body.
