(3)On receipt of the representation or on expiry of the period referred to in sub-section (2) , the Board of Governors after considering the notice of motion, statement and representation, and after such inspection, by the competent person or persons authorised by the Board of Governors in this behalf, and such further inquiry as may appear to it to be necessary by a resolution on the grounds stated therein, withdraw in whole or in part, or modify, the rights conferred by the affiliation and shall communicate to the concerned college or the institution:Provided that where the views of the Academic Council with regard to the withdrawal or modification of the right conferred by the institution affiliated college are not acceptable to the Board of Governors, it shall, before passing such resolution, refer the matter again to the Academic Council with its comments and the Academic Council shall communicate again its views in the matter to the Board of Governors.
