(5)Such application shall be filed by the street vendor within thirty days from the date of occurrence of any incident causing the grievance or dispute:Provided that the Grievance redressal and dispute resolution committee may condone the delay in case it is satisfied that the applicant was prevented by sufficient cause from preferring the application within the prescribed time.
