Section 15(1) in Tamil Nadu Municipal Public Health Service (Discipline and Appeal) Regulations, 1973
(1)In the case of an appeal against an order imposing any penalty specified in regulation 3, the appellate authority shall consider -(i)whether the facts on which the order was based have been established;(ii)whether the facts established afford sufficient ground for taking action; and(iii)whether the penalty is excessive, adequate or inadequate; and after such consideration shall pass such orders as it thinks proper.
