(16)If the Central Government decides not to issue the Letter of Permission, its decision along with the recommendation received from the Council shall be conveyed to the applicant, with a copy to the Council and the concerned University, and the bank guarantee furnished by the applicant at the time of making such application shall be released in favour of the applicant.Provided, the fee paid by the applicant along with the application shall not be refunded.
