Section 7(1) in The Himachal Pradesh Roadside Land Control Act, 1968
(1)Any person aggrieved by an order of the Collector under sub-section (2) of section 6 granting permission subject to conditions or refusing permission may, within thirty days from the date of such order, prefer an appeal to the Financial Commissioner.
