SHRI ARVIND SAWANT (MUMBAI SOUTH): The Indian Meteorological Department is one of the premier and strategic constituents of the Ministry of Earth Sciences. Since its establishment in 1875, its functions, structure and working has grown with passage of time and renewal of technology. It is now one of the main frontier of our Scientific and Technological organizations.
Keeping in view the present outreach of the “IMD’s Mandate”, the Cadre structure in the Department has also undergone change. It is now recognized that the broad parameters of the Cadre structure and pay scales of Scientific and Technical staff in IMD should be on par with other Scientific and Technical organizations. This also includes parity in ‘Career Progression’ avenues. The Ministry of Earth Sciences had moved requisite proposal for restructuring of the Scientific Staff (Group B) to provide for assured Career Progression. The decision is still awaited even though it is past one year.
The Ministry has also proposed cadre review of Technical Support Staff (Group C).
The irony of the cadre structure is that Scientific Assistants (Group B) have been stuck up in the same post without any career progression for the last 27 years. The Cadre Structure of Scientific Staff (Group B) needs to be reviewed to provide for assured promotion upto the level of Meteorologist Grade-I in Pay Band- 3 (15600-39100) with Grade Pay of Rs 6600/-.
I request the Hon’ble Minister to take up the matter on priority basis.
