Section 25(2) in Andhra Pradesh Municipal Councils/Nagar Panchayats (Conduct of Election) Rules, 1965
(2)Along with the ballot paper, the Election Officer shall also send--(a)A cover addressed to himself in Form IX;(b)an envelope with the number of the ballot paper entered on its face; and(c)a letter in Form X. The Election Officer shall have the number of the ballot paper entered at the left hand bottom corner of the cover in Form IX.
