(3)The agenda for every meeting of the Executive Committee shall be circulated in advance, at least 15 calendar days prior to the date of the meeting. The agenda shall accompanied by an explanatory statement, which shall describe, in sufficient detail the matters to be considered by the Executive Committee at its meeting:Provided that, for urgent matters, a meeting of the Executive Committee may be convened at a shorter notice.Provided further that, at least fifty per cent, of the members have given their consent for such meeting.
