Section 534(2)(c) in Orissa Municipal Rules, 1953

(c)if the site has been filled up with or used for depositing rubbish, offensive matter or sewage unless (1) the site has been so filled up at least seven years before application, (2) the Health Officer has examined the site and granted a certificate to the effect that from a sanitary point of view it is fit for building construction and the building is single storeyed.
