(b)to hold examinations and to grant to, and confer degrees and other academic distinctions on, persons who,(i)have passed a course of study in or prescribed by the University; or(ii)are teachers in educational institutions under conditions laid down in the Ordinances and Regulations and have passed the examination of the University under like conditions;
