(1)Application for renewal of licence for the following excise year shall be made to the Excise Commissioner through the District Excise Officer on or before February 28 each year. If there has been alteration in either plant or building, fresh application must be submitted. If their has been no alteration, a certificate to this effect from the officer incharge should be attached with the application for renewal of the licence.
