Section 16(1) in The Orissa Marine Fishing Regulation Rules, 1983
(1)Non-Mechanised Traditional Fishing Crafts shall be allowed to operate freely without any restrictions. Waters up to five kilometres from the shore shall be reserved exclusively for such fishing crafts and in no case any other type of Mechanised Fishing vessels shall be allowed to operate in that area.
