(4)Notwithstanding any thing contained in sub-section (1) or sub-section (2) this section or elsewhere in this Act, till such time as the State Government makes rules under this Act, the rules made under the West Bengal Municipal Act, 1993, (West Bengal Act, 22 of 1993) and in force immediately before the commencement of this Act shall, so far as they are not inconsistent with the provisions of this Act, be deemed to be the riles made under this Act, and the provisions of sub-section (3) shall not apply to any rules deemed under this sub-section to be the rules made under this Act.
