(9)to dissolve the Governing Body of any affiliated, constituent or professional college or institution or centre other than a Government College and pending reconstitution of the Governing Body thereof in such manner as may be prescribed to appoint an Administrator or an ad hoc Governing Body:Provided that reconstitution of the Governing Body shall be made within a period of twelve months from the date of its dissolution:Provided further that the University may, if it considers necessary so to do, extend such period so, however, that the aggregate period shall not exceed eighteen months;
