Section 12(a) in Prevention Of Collision On National Waterways Regulations, 2002
(a)When two sailing vessels are approaching one another so as to involve risk of collision, one of them shall keep out of the way of the other as follows:(i)In a non-tidal river when one vessel is proceeding upstream and the other vessel proceeding downstream the vessel proceeding upstream shall keep out of the way of the other;(ii)When both are proceeding, upstream or downstream and in a tidal lagoon the vessel which is to windward shall keep out of the way of the vessel which is to leeward;(iii)A vessel which is running free shall keep out of the way of a vessel which is close-hauled; and(iv)A vessel which is close-hauled on the port tack shall keep out of the way of a vessel which is close-hauled on the starboard tack.
