(a)Any person aggrieved by any surcharge order may prefer an appeal to such authority as the State Government may appoint in this behalf within the time-limit specified under Section 11 of the Orissa Local Fund Audit Act, 1948. The memorandum of appeal shall be presented in Form No. 47 enclosing a copy of the order appealed against.
