ORDER
1. The Appellant filed an RTI application dated 19.04.2024 seeking information on the following points:
I am selected as Sorting Assistant Post in Airmail Sorting Division, Chanakyapuri Post Office, New Delhi-110021 of Ministry of Communication, Department of Posts through SSC CGLE 2022 Examination. During my Document Verification, I had submitted my Original Degree Marksheet and Certificate. Airmail Sorting Division Chanakyapuri sent my Degree Marksheet and Certificate to UGC regarding verification of Marksheet, Certificates and Recognition of University by UGC vide Airmail Sorting Division Letter No. B-1/7-64/Apptt-SA/AN/2023 dated 17/01/2024. I will get appointment letter only after verification will be received by Page 1 of 4 Airmail Sorting Division Chanakyapuri from UGC. Kindly provide me following information regarding my Graduation from your University:
1. Kindly certify whether the Jamia Millia Islamia University and Course BA (Bachelor of Arts) were approved by UGC for my period of study in Distance Mode.
2. Kindly verify the genuineness of Education Certificate i.e., Degree and Marksheet of myself. My Enrolment No is 17-231699 and Roll No is D17BA2623. My Marksheet No is 22045901 and Date of Result is 17-06-2022.
My Certificate No is D2300399.
2. The CPIO replied vide letter dated 30.04.2024 and the same is reproduced as under :-
"Under Section 2(f) of the RTI Act-2005, the sought of a verification request, does not fall within the ambit of the clarification of information.
Therefore, the applicant is advised to apply for the marksheet/degree verification to the verification cell of the University, duly following the laid down procedures and formalities."
3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 30.05.2024 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 28.06.2024 upheld the reply given by the CPIO.
4. Aggrieved with the FAA's order, the Appellant approached the Commission with the instant Second Appeal dated 24.08.2024.
5. The appellant and on behalf of the respondent Dr. Amina Husain, CPIO and Dr. Mawsoor Ahmad, CPIO, attended the hearing in-person.

The appellant inter alia submitted that he was selected as Sorting Assistant in Airmail Sorting Division but after verification of his documents i.e original degrees and Page 2 of 4 marksheet he was rejected, thus he had some doubt regarding approval of the BA course program in the university by the UGC and wanted his degree to be verified.
7. The respondent while defending their case inter alia submitted that through the queries raised in the RTI application the appellant was seeking verification of his degree certificate, which were not covered within the definition of "information" under Section 2 (f) of the RTI Act. Further, the appellant was advised to approach their verification cell for verification of his degree. The CPIO further stated that the appellant's degree certificate has since been verified. A written submission dated 26.05.2025 of the respondent has been taken on record.

The Commission after adverting to the facts and circumstances of the case, hearing both parties and perusal of records, observed that the CPIO has provided an appropriate reply to the RTI Application as per the provisions of the RTI Act vide letter dated 30.04.2024. In view of the above, the Commission finds no scope of intervention in the matters. Accordingly, the appeals are dismissed.
Copy of the decision be provided free of cost to the parties.
