The candidate who secure the largest number of voles, or if there is more than one vacancy, as many of the candidates at the top of the poll as there are vacancies to be filled, shall be declared to have been duly elected. If there be an equality of votes between any two or more candidates the President of the meeting shall decide by drawing lots in the presence of the Councillors present.
