(1)Recourse can only be had to the sale of the holding under Section 140 when the processes specified in Clauses (a), (b), (c) or (d) of Section 136 would be insufficient for the recovery of the arrear.(2)Process for sale of other immovable property of the defaulter under Section 141 can only be issued by the Deputy Commissioner, with the previous sanction of the Chief Commissioner.
