(7)Licensing Authority on receipt of the application and satisfying himself that the applicant has fulfilled the conditions of sub-rules (1), (2), (3), (4) and (5) of Rule 3, as the case may be, applicable to the specific case under consideration, shall issue the duplicate copy of the licence.
