Section 817(2) in Rules under the United Provinces Excise Act, 1910
(2)Whenever an Excise Inspector takes over charge of distillery, he must verify each article in the stock register and give a formal certificate that this has been done, should any article be missing or be unfit for use, he should report accordingly to the Assistant Excise Commissioner.
