(3)The container shall then be completely wrapped in fairly strong pack paper and the ends of the paper shall be neatly folded and affixed by means of gum or other adhesive. A slip of the size that goes round from the bottom to the top of the container bearing the signature of such persons as may be authorised by the District Forum in this behalf for the purpose of authentication of the sample and the case number shall be pasted on the wrapper.
